David, praying to God in confidence of his word, complains of his enemies,9. He professes his confidence in God's word, and promises to praise him (12) Thy vows--i.e., vows made to Thee, but the form is most unusual. For the thought comp. Psalm 22:25; Psalm 50:14. I will render--i.e., in fulfilment of the vows. Verses 12, 13. - The psalm ends with an expression of thankfulness to God for the deliverance, which is so confidently expected, that it is looked upon as assured, and even spoken of as past (ver. 13).
